Should I block Brazil too if I live in Portugal?

Not automatically: for a creator in Portugal, blocking Portugal is cheap protection, while blocking Brazil gives up a large Portuguese-speaking market and deserves its own decision.
A geoblock works on where a user is located, not on nationality or language. Block Portugal, and users located in Portugal generally no longer see your page, including Brazilians living there. A Portuguese friend who lives in London or Paris still sees it. Nothing in the settings stops a VPN.
Brazil matters because of the language. If you write captions or posts in Portuguese, most of the people who read them live in Brazil, simply because it is so much larger than Portugal. Blocking it therefore costs reach that the block on Portugal does not. Whether that is worth it depends on your own life: family, friends, studies or work that connect you to Brazil, and how much of your page could give you away.
